- • The word "Colombia" was conceived by the Venezuelan revolutionary Francisco de Miranda as a reference to all the New World, but especially to those territories and colonies under Spanish and Portuguese rule. "콜롬비아"라는 단어는 베네수엘라의 혁명가 프란시스코 데 미란다에 의해 지어졌는데 신대륙, 그 중에서 특히 에스파냐과 포르투갈이 지배하던 아메리카 대륙의 식민지들을 일컫는 말로 쓰였다.
- • With respect to those territories to which this Convention is not extended at the time of signature, ratification or accession, each State concerned shall consider the possibility of taking the necessary steps in order to extend the application of the Convention to such territories, subject, where necessary for constitutional reasons to the consent of the Government of such territories. 서명, 비준 또는 가입시에 이 협약이 확대 적용되지 아니한 영토에 관하여는 각 관계국가는 헌법상의 이유에 의하여 필요한 경우에는 이러한 영토의 정부의 동의를 얻을 것을 조건으로 하고, 이 협약을 이러한 영토에 확대 적용하기 위하여 조치를 취할 수 있는 가능성을 고려하여야 한다.
