- • Although the constitution provides for independent judges and lay assessors (who lack administrative training), the U.S. Department of State maintains that Vietnam lacks an independent judiciary, in part because the Vietnamese Communist Party (VCP) selects judges and vets them for political reliability. 헌법은 독립된 판사를 규정하고, (행정 경험이 부족한) 보좌진들을 두고 있으나, 미국 국무부는 베트남 공산당이 판사를 선출하고 그들을 정치적 책임에 대하여 면밀히 조사하기 때문에, 베트남이 사법부의 독립성이 보장되지 않고 있다고 보고 있다.
